Rules Without Penalty Are Mere Statements

I’m walking on the roads of Dubai and I’m just standing just in front of Burj Khalifa as you can see, but I was wondering that the city is so clean.

It’s like the roads are so clean, gardens are so clean, but the point is that more than 90% of the people in Dubai are from outside. And when it’s outside, I’m talking about places like India, Nepal, Sri Lanka, Philippines, and these countries are not as clean as Dubai.

But if more than 90% people in Dubai are from outside, it means these people are actually managing this country. 

But how are they keeping this city so clean? 

My answer to this question is only one thing. 

There’s a huge penalty system if you throw things on the road or litter.

The point I’m making is no rules are rules without penalties. 

Rules without a penalty system is just like a statement.

    Rules are made for correct the mistake one has done.
    Penalty is result of breaking rules.
    Penalty should not be monetary as people who are rich escape by paying penalty by cash. Get recommendations to escape from the punishment.
    Realization should come who did something which is against rule.
    Awareness should come. Everyone should feel responsibility towards society.

      Yes I agree the realisation of mistake, with internalisation and acceptance prepares you pay to penalties on breaking the rules which maintains the order.

      First of all people comes here to earn the money, so if they pay huge penalty then what is meaning of staying so far to earn money.
      Second point is technology used over here is so modern to catch the rule breakers and the system is not corrupted
      Third point the country is rule by a king any time the can make rule, they dont need approval from parliament.
      4th point And as expact if you go against them they you will be backtracking on pavilion to ur home country.
      5th the impact of huge penalty is that much strong that afer some days people get habitual to follow rules. And because of there huge penalty people over here are trust worthy, womens are safe.

      from 200 countries all over the world come here and stay so this is the only way to rule. Follow the rule govt will not disturbs you.

    Thanks Praveen . Its the truth . In fact this is also true with life too. There are certain rules of nature which has to be followed but when mankind does not follow it ,nature in its own way levies penalties on them.

    Completely agree with you Praveen.

    I remember when I was in my High School, I use to complete my Homework of English & Sanskrit subjects whereas History was always ignored because the History teacher was never aggressive in punishing while English Teacher was so strict that I had fear of getting a slap on the neck with a duster in not completing the homework.
    The bottom line is Discipline is one thing and following that is different.
    If you do not implement the power of punishing no one will follow the rule.

    In country like india how to make the use of rules to make money or bypass comes first and then rules. Unless it comes from the bottom of heart nothing can change no matter penalty is there or not. It’s wisdom not literacy can change the things.

    Yes I fully agree with you Praveen but only an expeditious implementation giving effect to the penalties laid down will make a difference else the Penalties just like the Rules will remain a statement forever.
